This expansion aims to support national talents, meet labour market needs and advance the cultural goals of Saudi Vision 2030.

With these additions, the program now includes 278 institutions in 15 countries, including 58 in the US, 40 in the UK and one in Russia. New participants include the University of San Francisco, Arizona State University, University of Colorado Boulder, Royal Holloway University of London, University of Liverpool, Padova University in Italy and Lund University in Sweden.

The program offers scholarships in 13 cultural and artistic fields, covering tuition fees, living expenses, medical insurance and travel costs. The ministry also monitors and evaluates students' academic progress to ensure their development.
