Saudi approves 70% localisation for private-sector procurement roles
text_fieldsThe Ministry of Human Resources and Social Development has approved a new policy requiring the localization of key procurement-related roles across the private sector.
Issued on November 30, 2025, the decision applies to private-sector establishments with three or more employees and mandates that 70 per cent of targeted procurement positions be filled by nationals. The policy focuses on roles linked to purchasing and supply chain operations, areas considered central to business continuity and commercial decision-making.
Officials said the move is designed to strengthen the presence of national talent in the labour market, particularly within private companies where procurement functions play a strategic role in cost management, supplier relations and operational efficiency.
The ministry noted that the decision aims to offer stable and attractive career opportunities for citizens while increasing their contribution to the private sector and improving workforce competitiveness within the national economy.
To ease implementation, affected companies will have access to multiple support mechanisms. These include assistance with recruitment and onboarding, employee retention initiatives, and training and qualification programs. Financial support will also be available through the Human Resources Development Fund, alongside measures intended to promote long-term professional stability.
The policy forms part of wider efforts to build sustainable career pathways for national talent, support private-sector growth and ensure long-term employment expansion driven by skilled citizens, in line with broader human capital development objectives.
