Guwahati: Assam Chief Minister Himanta Biswa Sarma on Saturday announced a comprehensive rehabilitation and reconstruction framework aimed at building long-term flood resilience in the state. Speaking at the 80th Independence Day celebrations in Guwahati, Sarma emphasized moving beyond short-term relief toward structural recovery and advanced flood preparedness.

The state government plans to deploy a rapid digital damage assessment system to expedite assistance for affected households. The proposed rehabilitation package covers home repairs, restoration of damaged tube wells, and compensation for lost livestock, poultry, looms, and textiles. Additionally, a loan repayment moratorium will be extended to affected families to mitigate immediate financial stress.

Sarma highlighted that educational institutions and students would receive targeted support to prevent learning disruptions caused by recurring floods. The long-term strategy focuses on integrating modern forecasting technology, upgrading infrastructure, and expanding early-warning systems to minimize future impacts.

Prior to his address, the Chief Minister laid floral tributes to freedom fighters at Shraddhanjali Kanan in Guwahati to mark the occasion.
