The target is the Constitution itself

During the recent general elections, the BJP's secret goal was to change the country's Constitution after coming to power with more than four hundred seats. The Sangh Parivar aimed at building a Hindutva totalitarian order based on caste supremacy and communal supremacy, uprooting the foundations of the Indian republic, including secularism and equality. Some of the BJP leaders got excited and revealed this in the election public meetings. There are many reasons why our sacred Constitution was actualised under the leadership of Dr. B R Ambater resisting the attempts of communal vested interests to establish caste-communal, with logic and reason. They is the reason why such a constitution becomes an anathema to the communal forces. The proclamation of secularism is its cardinal feature. It is also an important reason that the Dalit backward masses of the country are provided power sharing and reservation in employment and education sectors. The outcome of the 18th Lok Sabha election was different from what the BJP expected because the Rahul-Akhilesh alliance, Dalit mass groups and alternative media campaigned at the grassroots of the society pointing out that the Modi-led combine will target to change the Constitution if it wins with a large majority. On the third day after the election results were announced, PM Modi at the inauguration of the new Parliament building, was ready to bow down to the Constitution ahead of the NDA Parliamentary Party meeting and declare that he dedicates every moment of his life to upholding the great values ​​envisioned by the Constitution of India given to us by Dr Ambedkar.

Has the lacklustre victory in the general elections prompted the ruling party to reconsider? Are the Constitution and Constitutional protections including reservation free from threats? Judging by the government's actions in two and a half months, the answer is in the negative. The latest example of this is the move to subvert reservation by appointing contract employees to top ranks in the central government. On August 17, UPSC advertised the appointments to 45 posts of Joint Secretaries, Directors, and Deputy Secretaries in 24 Union Ministries on a contract basis. Not only that, there is no mention of reservation in the sixty-page notification. The vacancies are arranged in such a way that Scheduled Castes, Scheduled Tribes, and Backward Classes are denied reservation. If the forty-five vacancies are considered together, as per the criteria, six vacancies will have to be reserved for Scheduled Caste candidates, three for Scheduled Tribe candidates, 12 for Other Backward Classes, and four for Economically Backward Candidates. To avoid that, the government has overstepped the reservation policy by notifying the vacancies in each department separately.

The central government started such lateral entry appointments lasting three to five years from 2018, which can be described as the Agniveer scheme in the civil service, on the recommendation of the NITI Aayog, which was made to replace the Planning Commission by the Modi government. Under the guise of introducing new talent and increasing the availability of human resources, the government is depriving the officials of due promotions and the constitutionally mandated opportunity for officials from Scheduled Castes, Scheduled Tribes, and Backward Classes. There is no doubt that with the opening up of these for the private sector, representatives of vested private businessmen and organizations including the Sangh Parivar associates will be placed in top positions in strategic ministries such as finance, ports, agriculture, steel, environment, and climate change. Opposition leader Rahul Gandhi's allegation that IAS is being privatized to make it unreserved and RSS appointments will be made instead of UPSC appointments is a serious one. Apart from the Leader of the Opposition, All India Congress President Mallikarjun Kharge, Samajwadi Party chief Akhilesh Yadav, Bharatiya Adivasi Party, and Dravida Munnetra Kazhagam leaders are against this move. Even Bahujan Samajwadi Party chief Mayawati, who has been friendly with the Modi government for quite some time, has strongly reacted against the government's anti-Dalit policies.

The government is using multi-layered weapons like this which the common people and political parties have not even imagined. Our people's representatives can take comfort that only if they are cautious and sincere in defending against such moves to destabilize the Constitution can the trust reposed by the people be sustained.
