UAE launches community-managed virtual authority to empower citizens
text_fieldsUAE President Sheikh Mohamed bin Zayed Al Nahyan has announced the launch of the Community-Managed Virtual Authority, a new initiative inspired by the vision of the late Sheikh Zayed, the country’s Founding Father.
The new authority is designed to empower skilled individuals in the UAE community to play a more active role in shaping the nation’s future. The authority will place community participation at its core, with skilled citizens assuming full responsibility for managing it. The leadership of the authority will be rotated periodically, with a Director General and team members assigned for fixed terms, ensuring a steady flow of ideas and expertise.
A Non-Traditional Approach to Governance
The Community-Managed Virtual Authority introduces a non-traditional governance model. The goal is to deliver products that are meaningful and impactful, benefiting the nation and its people. The initiative is part of the broader vision of the UAE President to invest in people and harness their capabilities for the benefit of society. This initiative will serve as a global model for participatory governance, focusing on human development, community empowerment, and the creation of an environment where individuals can realise their potential.
Aligned with the UAE Centennial 2071 vision, the authority is structured to foster a culture of innovation and initiative. It will serve as a testbed for new approaches to strengthen community engagement and provide solutions that address the nation's needs.
The appointment of a new Director General and team members will follow a flexible process based on clear criteria, such as competence, expertise and the ability to contribute effectively to the authority’s objectives. This approach ensures that diverse groups from the community, including experts, professionals, academics, entrepreneurs, youth and retirees, have the opportunity to participate in the governance process.
By rotating leadership, the authority aims to ensure the regular exchange of ideas and expertise. This rotation also helps maintain a balance between continuity and innovation, as each team member brings their own unique perspective and experience.
Innovative and Practical Solutions for the Community
The core mandate of the Community-Managed Virtual Authority is to design and implement innovative initiatives, programs and practical solutions that are ready for immediate deployment. These initiatives will be directly informed by the needs and aspirations of the community, ensuring that the authority's work remains relevant and impactful.
Even with the leadership rotation, continuity will be maintained through clear frameworks, approved reference models and structured mechanisms for knowledge transfer. Defined policies and phased action plans will ensure that momentum is not lost and that initiatives continue seamlessly, regardless of leadership changes.
A Global First in Governance
This new initiative represents a pioneering shift in governance, with the UAE becoming the first country to entrust its citizens with full management of a public authority within a structured institutional framework. The Community-Managed Virtual Authority combines administrative flexibility, community empowerment, and direct investment in human capital, advancing the UAE’s role as a global laboratory for government innovation.
