The Saudi Ministry of Human Resources and Social Development announced significant changes to the regulations governing temporary work visas for Hajj and Umrah services, as reported by the Saudi Press Agency (SPA) on Tuesday. These updates, approved by the Saudi Cabinet, aim to enhance flexibility for the private sector, enabling businesses to better meet labor market demands while contributing to a more attractive work environment.

A key change includes renaming the seasonal work visa to the “temporary work visa for Hajj and Umrah services". The grace period for these visas has been extended, now running from Shaban 15 until the end of Muharram, covering approximately the period between February 14 and July 25. This extension allows businesses more time to manage their workforce needs during these religious seasons.

The new regulations also expand the eligibility criteria for temporary work visas, benefiting establishments that operate during the Umrah season. Additionally, the updated rules set specific timeframes for visa-related procedures, improving governance and transparency.

To further protect employers and employees, the ministry requires that a signed employment contract be provided to both parties, and medical insurance must be obtained as a prerequisite for securing a visa through Saudi embassies and consulates abroad.

Penalties will be introduced to deter any misuse of temporary work visas, ensuring that the system operates fairly and efficiently. In addition, businesses will have the flexibility to extend visas for an additional 90 days, and the process of issuing temporary visas has been streamlined, eliminating the need for prior endorsements.

These new regulations will come into effect 180 days after their approval, giving businesses ample time to adjust to the new system. The amendments are designed to ensure smoother operations during the Hajj and Umrah seasons, providing much-needed support to the private sector in managing workforce requirements.
