Thiruvananthapuram: Opposition leader Ramesh Chennithala on Friday submitted a memorandum to Governor P Sathasivam demanding that the fund collection initiated by the Kerala government following the devastating floods should go into a separate account and not into the Chief Minister's Distress Relief Fund (CMDRF).

Chennithala has raised four demands in the memorandum.

Money is being donated to the CMDRF from all over the world. There is a possibility that this amount can be used for other purposes. So this fund has to be shifted to a special account.

The reasons and facts behind opening dams without prior alerts must be brought to light through a judicial enquiry. There had been serious drawbacks from the government in alerting and shifting people to safer places before opening the dams.

To bring those responsible before the law, a judicial enquiry is necessary.

To assure the reasonable compensation to the flood-affected people and to rehabilitate them, a tribunal has to be formed under a high court judge. It must be in the model of tribunal formed after Bhopal gas tragedy. The term of the tribunal should be three to six months.

Kerala Disaster management authority is a total failure. The department has to be reorganised to make it capable.

Though these conditions were brought up in the assembly, government had rejected them. The memorandum was then given to the governor, Chennithala told mediapersons.

This has become a need to people. The governor should give recommendations to the government regarding this. This memorandum has been submitted so that such incidents are not repeated in future, he added.
