Kottayam: District Collector U V Jose has submitted his report on the alleged custodial death of a youth in Kottayam, stating that there was lapse on the part of the police in the incident.

“A comprehensive probe should be ordered into the alleged custodial death case,” says the District Collector’s report.

He has also recommended adequate compensation by the government to the next of kin.

Meanwhile, the dawn-to-dusk hartal called by the LDF over the incident has begun in the district.

Casting a shadow of alleged custodial torture over the Kerala Police, Siby, who was taken into custody eleven days ago, died Saturday at the Government Medical College.

Siby's relatives alleged that he was subjected to brutal custodial torture due to which he suffered severe head injuries.

Police, however, have refuted the charges.
