Over 2.04 crore voters removed from Uttar Pradesh rolls after revision

Lucknow: More than 2.04 crore voters have been deleted from Uttar Pradesh’s electoral rolls following the Special Intensive Revision (SIR) exercise, with deletions largely concentrated in urban areas and a higher share involving women voters, according to Election Commission of India (ECI) data.

At the same time, over 84 lakh new voters were added, taking the final electorate to 13,39,84,792. The revised list includes 7,30,71,071 male voters (around 54 per cent), 6,09,09,525 female voters (45.46 per cent) and 4,206 third gender voters.

The gender ratio improved to 834 women per 1,000 men from 824 in the draft roll, though it remained lower than the pre-revision figure of 877 due to higher deletions among women voters.

The number of voters aged 18–19 rose sharply to 17,63,360, an increase of 14,29,379 compared to the draft roll, accounting for 1.32 per cent of the electorate.

Earlier, Uttar Pradesh had 15.44 crore voters in the rolls frozen on October 27, 2025, which dropped to 12,55,56,025 in the draft roll published on January 6. After the claims and objections process, the final list recorded a net addition of 84,28,767 voters, including gains across male, female and third gender categories.

District-wise, Lucknow saw the highest absolute decline of over 9.14 lakh voters, followed by Prayagraj, Kanpur Nagar, Agra and Ghaziabad. In percentage terms, Lucknow, Ghaziabad and Kanpur Nagar were among the worst affected.

Urban constituencies witnessed the steepest drops, with Lucknow Cantonment and Allahabad North recording declines of over 34 per cent. Other urban segments such as Lucknow East, Lucknow North and Agra Cantonment also saw significant contractions.

In contrast, constituencies like Mehroni, Barkhera, Kundarki, Tindwari and Sirsaganj saw minimal changes, with reductions of around 4–5 per cent.

The data also showed that more women voters were removed than men during the draft stage, contributing to the decline in the gender ratio. Districts including Hamirpur, Mahoba, Lalitpur, Chitrakoot and Shrawasti recorded comparatively smaller deletions.

Meanwhile, Prayagraj recorded the highest increase in voters at 3,29,421, followed by Lucknow, Bareilly, Ghaziabad and Jaunpur. At the assembly segment level, Sahibabad in Ghaziabad saw the highest gain of 82,898 voters.

Chief Electoral Officer Navdeep Rinwa said the 166-day exercise, conducted between October 27, 2025, and April 10, 2026, covered all 75 districts and 403 assembly constituencies across Uttar Pradesh.

He said around 1.04 crore electors were identified as “non-mapped” and 2.22 crore cases involved logical discrepancies during the revision. Notices were issued from January 14, with hearings conducted till March 27 before finalisation of the rolls, and no deletion was made without due process.

The exercise involved 75 District Election Officers, 403 Electoral Registration Officers, 12,758 Assistant Electoral Registration Officers, 18,026 Booth Level Officer supervisors and 1,77,516 Booth Level Officers. In addition, 5,82,877 Booth Level Agents from recognised political parties including BJP, SP, BSP and Congress participated.

Officials said five rounds of meetings were held with recognised political parties and 904 district-level meetings were conducted, while 107 memoranda submitted by parties were examined and addressed.

The Election Commission said voters whose names are missing can still apply for inclusion through Form-6, while appeals against Electoral Registration Officers’ decisions can be filed before the District Magistrate within 15 days and later before the Chief Electoral Officer within 30 days.
