Imphal: The upcoming Lok Sabha elections in Manipur present a unique challenge as the state grapples with violence and displacement, with over 24,500 displaced individuals identified as eligible voters.

Chief Electoral Officer Pradeep Kumar Jha outlined the preparations, stating that special arrangements have been made for displaced individuals to vote from relief camps. With 2,955 polling stations set up across the state, approximately half of them have been identified as sensitive, vulnerable, or critical.

Jha explained, "We are also setting up 94 special polling stations to facilitate voting by internally displaced persons (IDPs)." Vulnerability mapping has been conducted to address threats and intimidation ahead of the polls, adhering to Election Commission of India (ECI) norms.

Addressing concerns regarding displaced voters, Jha emphasized empathy in dealing with their sentiments amidst the challenges they face. Despite calls for boycotts from some quarters, Jha highlighted the importance of voter awareness and confidence-building measures.

The state has witnessed ethnic strife resulting in casualties, contributing to over 50,000 internally displaced people residing in relief centers. Despite the turmoil, Manipur is scheduled for Lok Sabha elections in two phases on April 19 and 26.

Security arrangements are paramount, with over 200 companies of paramilitary forces allocated to ensure safety. Jha underscored the need for both facilitating voting for displaced individuals and ensuring their security.

Reflecting on the subdued campaign atmosphere, Jha acknowledged the absence of traditional campaigning elements due to the prevailing violence. However, he clarified that there are no EC restrictions on campaigning activities within the bounds of the model code of conduct.

With over 20 lakh voters in the state, including a significant number of women, voter turnout has historically been high, reflecting faith in the electoral process. Despite challenges, efforts are underway to encourage voter participation and uphold democratic principles in Manipur.
