PM Modi, Xi, Putin, Pezeshkian sign Bishkek declaration at SCO Summit

Bishkek: Leaders of the Shanghai Cooperation Organisation (SCO) member states on Tuesday signed the Bishkek Declaration following the group’s 26th summit in Kyrgyzstan.
Prime Minister Narendra Modi and other SCO heads of state signed a series of documents under the declaration, which marks the 25th anniversary of the organisation. They also signed a protocol introducing amendments and additions to the SCO Charter of June 7, 2002.
The leaders signed a document governing the Universal Centre for Countering Security Challenges and Threats to SCO Member States, as well as a document regulating the Executive Committee of the SCO Anti-Narcotics Centre.
They also adopted a programme of cooperation among SCO member states to combat drug addiction through 2030. Another programme was agreed upon to coordinate measures to tackle the spread of synthetic drugs and their precursors until 2030.
The SCO leaders further signed a plan for cooperation among member states on ensuring international information security for 2026–2028.
They also agreed on an initiative for the conservation and sustainable management of biodiversity in SCO member states for 2026–2031.
In addition, the leaders approved a cooperation programme for establishing the ‘Green Technology Corridor’ for scientific and technological cooperation among SCO member states for 2026–2030. They also adopted an action plan, or roadmap, for developing ports and logistics centres across SCO member states for 2026–2030.
Earlier on Tuesday, addressing the 26th SCO Summit in Bishkek, Prime Minister Modi delivered a strong message against terrorism, calling for the dismantling of the entire ecosystem of terrorist financing, recruitment, radicalisation and safe havens. He said terrorism could not be used as a “strategic asset for anyone”.
Modi said terrorism continued to pose a serious challenge to humanity and stressed that there could be no double standards in the fight against it.
“Terrorism continues to pose a serious challenge to humanity. In our fight against it, we cannot limit ourselves to a mindset of action and reaction. We must dismantle the entire ecosystem of terrorist financing, recruitment, radicalisation, and safe havens,” the Prime Minister said.
“We must speak with one voice that there can be no room for double standards on this serious issue. Those countries which make terrorism a tool of their policy, provide shelter and support to terrorists, will have to be given a strong message that terrorism cannot be a strategic asset for anyone," he added.
