Haryana IPS officer Y Puran Kumar alleges caste bias, names senior officers in suicide note

Haryana-cadre IPS officer Y Puran Kumar, 52, who was found dead from a gunshot at his Chandigarh residence on Tuesday, has alleged caste-based discrimination, public humiliation, and targeted harassment by senior officers in a purported suicide note.

The note names nine serving IPS officers, a retired IPS officer, and three retired IAS officers.

Kumar’s wife, IAS officer Amneet P Kumar, returned from an official trip to Japan on Wednesday and filed a police complaint seeking an FIR against Haryana Director General of Police (DGP) Shatrujeet Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya. She alleged a “well-planned conspiracy” to implicate her husband in a “frivolous and mischievous complaint by fabricating false evidence.”

A senior police official denied the allegations, calling them a response to the government’s “crackdown on corruption.” The Chandigarh Police confirmed recovering a “will and final note” and said “further investigation” is underway. DGP Sagar Preet Hooda did not respond to calls and messages.

A senior Chandigarh Police officer said that a suicide note had been recovered in which Y Puran Kumar mentioned his issues with the administration and named a few senior officers of Haryana Police. He added that the matter was under investigation and, since the allegations in the note were still being inquired into, the names of the senior Haryana officers could not be disclosed.

Kumar’s eight-page note, titled “Continued blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities by concerned senior officers of Haryana since August 2020, which is now unbearable”, recounts incidents of alleged mental and administrative torture. He claimed he was hounded for visiting a temple, denied leave to meet his father before his death, posted to “non-existent posts,” and subjected to false and malicious proceedings.

The 2001-batch officer, posted as Inspector General, Police Training Centre, Sunaria-Rohtak since September 25, stated he filed multiple complaints seeking “equity of treatment as an IPS officer” on issues including leave sanctions, allocation of official vehicles and accommodation, and adherence to Ministry of Home Affairs guidelines for promotions. He alleged that all his requests were ignored and used “vindictively and in a revengeful… and mala fide manner.”

Kumar said he repeatedly raised these issues at the top level, but “no action was taken.” He alleged that continued discrimination, public humiliation, and false proceedings forced him to take the extreme step. He also named senior IPS and IAS officers for “mentally and administratively” torturing him. A senior IAS officer reportedly rejected his leave request, preventing him from visiting his father before his death.

Amneet P Kumar, in her four-page complaint, accused DGP Shatrujeet Kapur and SP Narendra Bijarniya of conspiring against her husband. She stated that a false FIR (No. 0319/2025 under Section 308 (3) BNS, 2023) was registered against her husband’s staff member, Sushil, and that her husband was being implicated in the case, which she said drove him to despair.

She added that her husband had tried contacting both Kapur and Bijarniya, but the DGP “hushed up the conversation,” and the SP did not answer. Amneet requested the police to register an FIR under Section 108 BNS, 2023, and relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, and to arrest the accused immediately.

Chandigarh Police officers visited Amneet’s residence on Wednesday to record her statement. Sources said she has refused a post-mortem until action is taken against those blamed by her husband.

Kumar’s brother-in-law, Amit Rattan, is an AAP MLA from Bathinda Rural. Amneet’s sister-in-law, Sanmeet Kaur, is a 2007-batch IPS officer. Rattan was previously arrested in a 2023 bribery case but was later released.

The Chandigarh Police stated that CCTV footage has been analysed, and a medical board with a forensic expert has been requested for the post-mortem. Additional rooms in the residence were searched, and another copy of Kumar’s will and final note, along with electronic devices, were recovered. The police confirmed that Amneet’s complaint has been received and that further investigation is ongoing.
