Dubai Police introduces ‘Speak Out’ awareness campaign to protect women

Dubai Police has launched the ‘Speak Out’ community awareness campaign, encouraging women to report abuse and seek support. The initiative aligns with the UAE’s designation of 2026 as the Year of the Family.

The campaign is led by the General Department of Human Rights in coordination with the General Department of Community Happiness. It focuses on increasing public awareness of women’s rights and reinforcing family stability through legal awareness and social engagement.

A central element of the initiative is the emphasis on Federal Decree Law No. 10 of 2019 on protection from domestic violence. The law classifies all forms of domestic abuse as criminal offences and provides victims with legal, social and psychological support. Dubai Police said all reports are treated confidentially and managed professionally, and that seeking help is a protected legal right.

Lieutenant Colonel Dr Ali Mohammed Almatrooshi, Director of the Child and Women Protection Department, said the campaign reflects Dubai Police’s approach to human rights, with a specific focus on safeguarding women. He said the initiative is designed to strengthen trust, remove fear around reporting abuse and ensure responses are fast, discreet and respectful of privacy.

He added that addressing domestic violence is a collective responsibility and a foundation for maintaining strong families and a safe society. He said women have access to an integrated support system that includes legal, humanitarian and social services.

Lieutenant Colonel Abdullah Al Huwaidi, Director of the Security Awareness Department at the General Department of Community Happiness, said society has a role in challenging silence around abuse. He noted that early reporting helps prevent situations from worsening and limits long-term psychological and social harm.

The ‘Speak Out’ campaign includes field-based and digital awareness activities, social media educational content and clear guidance on reporting mechanisms. These include the Women Protection Service available through the Dubai Police smart app and website, the 901 non-emergency contact centre, and 999 for emergency situations.
