Dubai Municipality launches ‘Eltizam’ app to strengthen cleanliness drive

Dubai Municipality has introduced a new smart digital platform, Eltizam, to help authorised government officials monitor and record public cleanliness violations in real time.

The app grants judicial officer status to selected individuals, enabling them to enforce regulations more effectively and strengthen Dubai’s position as the cleanest city in the world.

The app enhances the municipality’s digital transformation strategy and aligns with Dubai’s wider vision of promoting shared responsibility between officials and the community. The platform allows authorised users to capture photos of violations, automatically log their location, add notes and document breaches under Dubai Law No. (19) of 2024, which governs judicial officer status in the emirate.

In its first phase, Eltizam targets eight cleanliness offences deemed harmful to the city’s image, such as:

  • spitting in public areas
  • littering
  • dumping waste into water bodies
  • improper disposal of chewing gum
  • unauthorised fires or barbecues
  • draining vehicle wash water in non-designated zones
  • defacing public spaces with advertisements
  • failing to clear animal waste

H.E. Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said the initiative strengthens sustainability, public health, and urban aesthetics.

“Public cleanliness is not just a technical matter — it is a civic value and a shared commitment”, he said, adding that the app encourages both responsibility and social engagement.

Apart from its regulatory role, Eltizam highlights Dubai’s leadership in adopting community-driven tools that promote environmental stewardship and enhance the quality of life across the emirate.
