Saudi authorities have launched electronic applications for Makkah entry permits for resident workers ahead of the Hajj season 1447 AH, with new rules restricting access without valid approval.

The General Directorate of Passports said applications can be submitted through the Absher and Muqeem portals, removing the need to visit passport offices. The service is linked to the Makkah Entry Permit system.

Absher Individuals is used for GCC citizens, Premium Residency holders, investors, mothers of Saudi citizens, domestic workers and non-Saudi family members. The Muqeem portal is designated for employees of Makkah-based establishments and those under contract during the Hajj period.

Public Security said the requirement for permits took effect on Monday, April 13, with residents without valid entry approval barred from entering Makkah.

The rules apply to residents who do not hold a work permit for the Holy Sites, a Makkah-issued residency ID or a Hajj permit.

Authorities said entry permits for workers are issued electronically through Absher and Muqeem, in integration with the Tasreeh platform for Hajj permits.
