Signal jamming devices are generally illegal, says Department Of Telecommunications

New Delhi: All signal jamming devices like jammers and GPS blockers are "generally illegal" in India. According to an advisory issued by the Department of Telecommunication, no organisation or individuals are allowed to procure or use jammers in India unless specified by the Centre.

The latest advisory details the proper use of wireless jammers, boosters, and repeaters. In January 2022, the DoT warned e-commerce firms including Amazon, Flipkart, Snapdeal, Alibaba, Aliexpress, and eBay not to sell wireless jammers on their platforms.

The new order has termed it unlawful to advertise, sell, distribute, import, and market jammers in the country. It further stated that it is unlawful to possess, sell, and use a mobile signal repeater or booster by any individual or entity other than the licensed telecom service provider.

Jammers come under the purview of the Indian Wireless Telegraphy Act 1933 (IWTA 1933). Anyone in possession of the device needs a license issued by the government, said DoT. Security agencies maintain a database of available jammers and permission to have one is granted in consultation with them.

A DoT memorandum issued in public interest says that only states, union territories, defense forces, and central police organisations can procure and use jammers. The memo further said the unauthorised use of repeaters can adversely interfere with and disrupt public telecommunication services. These devices can compromise the quality and coverage of communication.

A jammer can be used to intentionally block authorised signals like cellular communications, personal communications, and navigational communications (GPS) by radiating strong radio energy of similar frequencies.
