New Delhi: The CBI investigating the death of Dhanbad Additional Sessions Judge Uttam Anand has sought the prosecution of two men who it claims mowed the judge down with an autorickshaw as a plan to rob him, the Indian Express reported.

As per the chargesheet filed by the CBI in a Dhanbad court on October 20, Rahul Kumar Verma, one of the two accused is a professional thief who keeps looking for vulnerable targets.

The CBI claimed that Rahul and his alleged accomplice Lakhan Verma had been "looking for a chance to execute the plan" but is silent about the "plan". It also does not indicate the motives of the crime.

The CBI which took the cognizance after the filing of the charge sheet — said the "willful" battering ram caused "severe bodily injury" which was "enough" in the "normal" order to cause the death of ASJ.

As per the investigation, both defendants drove in the direction of Baliyapur after the theft of the auto-rickshaw, where the license plate of the stolen auto-rickshaw was removed from the back and the number written on the front side was wiped to hide the identity of the auto-rickshaw.

"Both continued to roam the car. isolated the territory for a while, and then they left, "the CBI said.

In the morning, "while both the accused were in the autorickshaw and going toward Giridih via Randhir Verma Chowk, the auto hit the deceased judge at 5.08.30 am.

As per the visuals captured by the CCTV, ASJ Anand was taking a morning walk shortly after 5 am on July 28 when an autorickshaw — veering towards him on an empty road — knocked him down. He succumbed to injuries around 9 am.

The Dhanbad police conducted an investigation and arrested two accused, both residents of Dhanbad. Police later handed charge of the investigation to the CBI which re-registered a case.

The CBI said the Crime Scene Forensic Profiling, based on CCTV clips, was done by experts of the Directorate of Forensic Science, Gandhinagar.

The analysis based on the CCTV visuals found that after the collision, the driver did not slow down or stop the auto-rickshaw to see the victim's physical condition, which is otherwise a normal reflex action by the driver after the impact.

Therefore, it looks like the auto-rickshaw driver is targeting Uttam Anand, "the CBI said, citing experts.

The two accused, the agency said, were subjected to Forensic Psychological Assessment, Forensic Statement Analysis, Polygraph Test, Layered Voice Analysis by experts of CFSL Delhi after obtaining permission from the court.

The responses of Lakhan Verma and Rahul Verma, the CBI claimed, were found to be "deceptive in most of the issues which indicates their active involvement in the crime under investigation".
