Colleges and universities can be reopened if they fall under-declared safe area by central or concerned state governments after if the Head of the institution satisfy themselves regarding the feasibility of restarting physical classes, UGC instructed. Colleges are advised to assemble adequate arrangements for their students, faculty and staff.

Colleges and universities require customised action plan-based on local conditions and also students or faculty fall under containment zones are not allowed to attend college, UGC noticed. Institutions can resume on-campus academic activities in phases starting with administrative offices, library and research laboratories. Activities for all research scholars and post-graduate students of Science and Technology can be resumed. Final year students can also be restarted with in-campus academic and placement activities as per the choice of a head of the institution. However, institutions are instructed to ensure not more than 50 per cent of students are present at any point of time and should ensure access for e-resources and online materials for students who prefer to choose online mode.

UGC cautioned with generic preventive measures such as mandatory use of face cover/mask, the physical distance of minimum 6 feet, and faculty, students and staff are encouraged to download Arogya Sethu App. Visitors inside the campus should be drastically restricted and physical classes should be conducted with maintain physical distance, choosing rotation basis if required. In college, hostels sharing of rooms will not allow and students with symptom will not be permitted to stay in hostels.
