According to Pakistan's National Security Policy document, the country intends to improve relations with India as part of its peace policy both at home and abroad.

"Our bilateral relationship remains based on a just and peaceful solution to the Jammu and Kashmir conflict. The growing Hindutva politics in India are deeply concerning and affect Pakistan's immediate security. Indian leaders have exploited belligerence towards Pakistan for political purposes, leading to a threat of military adventurism and non-contact warfare to our east," the document reads.

Pakistan is concerned about India's growing arms buildup, which is enabled by technology and exceptions to non-proliferation rules.

As well as affecting regional stability, such exceptionalism undermines the global non-proliferation regime.

As the Indian government pursues unilateral policy actions on outstanding issues, it is imposing one-sided solutions that can have far-reaching negative consequences for the stability of the region.

According to the document, India also consistently disseminates disinformation aimed at Pakistan. Pakistan believes all outstanding issues can be resolved through dialogue, but recent Indian actions are a significant hindrance to this strategy.
