New driving license regulations in India: Key changes effective June 1

Obtaining a driver’s license in India, long marred by bureaucratic red tape and inefficiencies, is set for a major overhaul. The Ministry of Road Transport and Highways (MoRTH) has announced a series of transformative changes aimed at streamlining the licensing process, combating corruption, and enhancing road safety.

These revised regulations, effective June 1, 2024, promise to make the process faster and more user-friendly for millions of aspiring drivers.

Tests at designation institutions

One of the most significant changes is the elimination of the mandatory driving test at the Regional Transport Office (RTO). Applicants can now opt to take their driving test at accredited private driving schools. Successful candidates will receive a certificate from these authorized institutions, allowing them to apply for a license without additional testing at the RTO. However, those without a certificate from an accredited school will still need to take the test at an RTO.

Higher penalties for driving without a license

The new rules introduce stricter penalties for driving without a valid license. Offenders will face fines up to ₹2,000. The penalties are even harsher for minors caught driving, with fines reaching ₹25,000 and potential legal action against their parents. Additionally, the registration certificate of the vehicle involved could be cancelled.

Encouraging eco-friendly vehicles

In a move to address environmental concerns, the Ministry is implementing eco-friendly measures to reduce vehicular pollution. This includes phasing out 9,000 outdated government vehicles and raising emission standards for other vehicles. The initiative also promotes the adoption of electric vehicles (EVs), aligning with broader environmental goals.

Lesser paperwork for applying

While the basic procedure for applying for a driver’s license remains unchanged, the Ministry has simplified the paperwork required. This is expected to reduce bureaucratic hurdles and make the application process more efficient.

How to apply for a license online

To further ease the process, MoRTH has introduced an online platform for license applications. Here’s a step-by-step guide to applying online:

Visit sarathi.parivahan.gov.in.

Select the concerned state.

Click on “New Driving Licence” from the “Driving Licence” menu.

Enter your “Learning Licence Number” and “Date of Birth” to proceed.

Fill out the application form.

Click the next button to proceed.

Visit the RTO on the scheduled date with the original documents and fee slip.

The new driving license rules aim to simplify and expedite the process, reduce bureaucratic obstacles, and ensure better-trained drivers on Indian roads. By leveraging private driving schools for testing and imposing stricter penalties for violations, the government hopes to improve road safety and provide a more convenient experience for citizens.
