New Delhi: India has proposed a broader ceasefire framework to Russia and Ukraine, combining a halt to attacks on energy infrastructure with measures to protect Black Sea shipping and maintain grain and energy supplies, according to a Geopolitical Monitor report.

The proposal was conveyed to Ukrainian officials during External Affairs Minister S Jaishankar’s visit to Kyiv in September. It seeks to stop strikes on energy facilities and other infrastructure, safeguard commercial vessels and ensure the uninterrupted movement of essential commodities through Black Sea ports.

Ukrainian Foreign Minister Andrii Sybiha has indicated that Kyiv is open to the initiative, describing it as the broadest among several ceasefire proposals under consideration. Moscow has also acknowledged India’s efforts but maintained that the plan addresses only one aspect of a possible settlement.

Russia has opposed a temporary truce, arguing that it could allow Ukraine to strengthen its military capabilities, while Kyiv has shown limited interest in an energy-only ceasefire without wider guarantees.

The report also highlighted the economic implications of the conflict for India. Disruptions to energy supplies, maritime trade and food markets threaten global stability, while India’s expanding energy trade with both countries gives it a stake in ending hostilities.

With the International Monetary Fund projecting India's economic growth at 7 per cent, New Delhi has a strong economic incentive to support diplomatic efforts to reduce the war’s global impact.
