Centre bans PAFF, a Jaish-e-Mohammed proxy outfit

New Delhi: The Union Home Ministry has banned the People's Anti-Fascist Front (PAFF), the terror group Jaish-e-Mohammed's proxy outfit, citing involvement in terrorist activities, mainly in Jammu and Kashmir, PTI reported.
Further, the ministry declared Arbaz Ahmad Mir, a Lashkar-e-Taiba member, as an individual terrorist under the anti-terror law Unlawful Activities (Prevention) Act, 1967.
In a notification, the ministry said the 'PAFF' had been regularly issuing threats to security forces, political leaders and civilians working in Jammu and Kashmir from other states.
The ministry's notification stated that PAFF has been issuing regular threats to security forces, political leaders and civilians who are working in J&K from other states. It said that the organisation, along with others, are actively conspiring both physically and on social media to unleash violent activities in J&K and major cities in the country.
Together they carry out the radicalisation of youth for recruitment and training them in arms, ammunition and explosives. Therefore, exercising the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the central government declared the PAFF a banned organisation, it said.
The ministry designated Arbaz Ahmad Mir as an individual terrorist in a separate notification. Mir is from J&K but is presently located in Pakistan and is working for the banned terror group Lashkar-e-Taiba.
Mir was involved in target killings, and he was the key conspirator in the killing of a woman teacher, Rain Bala, in J&K's Kulgam. He was involved in coordinating terrorism in the Kashmir Valley and supporting terrorists by transporting illegal arms or ammunition or explosives from across the border, the ministry said.
According to the notification, the Centre believes that Mir has hands in terrorism and therefore exercising the powers conferred by clause (a) of sub-section 1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, he was designated as an individual terrorist.
