Environment Minister Bhupender Yadav called out developed nations for declining to enhance NDCs after the COP26 termed it a serious problem. Nationally Determined Contributions (NDCs) are climate action plans to cut emissions and fight the climate crisis. They have been at the centre of discussions since the Paris Agreement.

He pointed out that rich nations make promises at COP negotiations but their actions have not been up to the mark. "It was the pledge of the developed countries at Copenhagen that they would provide $100 billion to the developing countries. But they are not able to fulfill their own promise."

India is one of the few countries among the G20 that fulfilled its NDCs and achieved its targets. "But, we know that after COP, some countries said that there is no need to enhance the NDCs." He was pointing out the mitigation measures and Net Zero promises and NDCs made by the developed countries at the Raisina Dialogues 2022.

He noted that technology transfer is necessary for the world to come together in fighting the climate crisis. "Even that is not coming through in a way expected". The goal is to prevent the global temperature rise to 1.5 degrees compared to the pre-industrial era.

Speaking of climate finance, Yadav noted that taking necessary steps requires $1 trillion in this age, $100 billion is not sufficient. He added that developing nations had demanded a definition of climate finance and developed nations had agreed on working on an exact meaning. The union minister asked whether it is a "loan, subsidy, private finance?"

The Environment Minister reiterated that India is part of the solution, not the problem of climate change. He stated that India has achieved several decisions taken since the Paris Agreement of 2015. "Resolute domestic mitigation actions are underway already".

The Conference of the Parties to the United Nations Framework Convention for Climate Change (UNFCCC) has been serving as a platform to negotiate climate actions and climate finance. COP26 was held at the UK's Glasgow in 2021. COP27 will be held at Sharm el-Sheikh in Egypt later this year.
