Madinah leads Saudi cities in public sector performance

Madinah has been recognized for its strength in institutional capacity building in the Public Sector Capabilities Index 2025, the first global report assessing cities’ ability to adapt and transform.

The study, released by the University College London Institute for Innovation and Public Purpose in partnership with Bloomberg Philanthropies, conducted field research across 45 cities, drawing on insights from more than 200 government officials and 100 international experts.

Madinah stood out for adopting advanced governance methodologies and developing local management mechanisms, driven by the “innovative government excellence model” created by the Madinah Region Development Authority and the region’s municipality.

The model promotes collaboration and flexibility to enhance coordination among government agencies, the private sector and the community.

The report linked Madinah’s performance to ongoing efforts under Saudi Vision 2030 to improve services and quality of life for residents and visitors.
