Deal within reach, yet US–Israel attacked Iran despite no imminent threat: UK adviser present at talks

The acknowledgement by a senior British official has cast a stark and disquieting light upon the US–Israeli bombardment of Iran, as Jonathan Powell judged that the diplomatic track, mediated by Badr bin Hamad Al Busaidi, had been sufficiently concrete, constructive, and cautiously hopeful to avert any precipitate descent into war, thereby suggesting that the recourse to bombardment was an unnecessary indulgence in war.

Powell, who was present during the indirect talks between the US and Iran in Geneva in late February, is understood to have regarded Iran’s proposals on its nuclear programme as unexpectedly substantive, even as they fell short of a final accord, according to The Guardian.

He is said to have conveyed the impression that, while gaps remained—especially concerning intrusive UN inspections—the trajectory of engagement suggested that a negotiated settlement was not merely plausible but within measurable reach.

Mediated by the Omani Foreign Minister, Badr bin Hamad Al Busaidi, these high-stakes discussions had progressed with such palpable momentum that a subsequent technical assembly had already been calendared for Vienna, yet this diplomatic trajectory was violently truncated by a preemptive strike launched a mere forty-eight hours after the parties dispersed.

The presence of Powell, accompanied by a specialist team from the UK Cabinet Office, highlighted a profound trans-Atlantic schism; while the British contingent weighed the technical concessions offered by Iran, the American delegation, led by the controversially inexperienced duo of Jared Kushner and Steve Witkoff, faced accusations of profound incompetence and a lack of granular understanding regarding nuclear protocols.

Despite these structural imbalances, Iran’s offer was widely perceived among Western interlocutors as both innovative and conciliatory, as it included commitments to permanently eschew the accumulation of highly enriched uranium, to down-blend existing stockpiles under international supervision.

Furthermore, the Iranian negotiators had dangled an "economic bonanza" before the Americans, proposing a collaborative civil nuclear future in exchange for the rescission of the draconian sanctions that have long strangled the Iranian economy.

Despite these seismic shifts toward de-escalation, the Trump administration’s sudden demand for a ten-year enrichment moratorium—a pivot occurring after direct consultation with the President—effectively poisoned the well, leading cynical observers and Gulf diplomats to characterise the US envoys as mere proxies for Israeli interests.

Crucially, the negotiations had not collapsed; rather, they had adjourned with a clear forward pathway, as a subsequent round of technical talks had been scheduled in Vienna for early March, thereby reinforcing the assessment among mediators that diplomacy retained both momentum and credibility, and that Iran did not pose any immediate or demonstrable nuclear threat either to the United States or to its regional ally, Israel.

It is against this backdrop that the decision by Washington and Tel Aviv to initiate a large-scale military assault—just two days after the Geneva discussions concluded—has provoked consternation within British policy circles, as the UK government, informed in part by Powell’s proximity to the talks, declined to endorse the strikes, viewing them as precipitous, legally dubious, and strategically injudicious, particularly in the absence of compelling evidence that diplomatic avenues had been exhausted.
