Leader of Opposition Rahul Gandhi has again criticised the government over the July 20 police action against students protesting over paper leaks at Jantar Mantar.
He said the government must take responsibility for what happened.
In an opinion article published in The Hindu, Gandhi said the police action could have occurred either with the government's approval or without its knowledge. He argued that both possibilities made the government responsible.
Gandhi said the protesters were young people demanding a fair education system and accountability over paper leaks. He alleged that authorities attempted to "crush" their protest and repeated his claim that police used nail-studded lathis and pellet guns against the students.
Delhi Police has previously denied using nail-studded lathis and pellet guns during the July 20 protest.
Gandhi referred to his meeting with a 19-year-old protester who, he said, had suffered multiple pellet wounds during the march. He also claimed that several other protesters suffered fractures, gashes and bruises.
Gandhi further alleged that protesters in Siwan, Bihar, were injured after firearms, including an AK-47, were used against them.
He placed responsibility on Union Home Minister Amit Shah, arguing that Delhi Police and the Rapid Action Force deployed at the protest site report to the Home Ministry.
"There are only two possibilities. First, he authorised the attack on the students, in which case he is culpable. Second, he had no idea that it was taking place, which means that he is entirely incompetent," Gandhi wrote, adding that Shah should resign.
Gandhi had made similar allegations against Shah in Parliament last month. His remarks were later removed from official records following objections from the Treasury benches.
Union Minister Kiren Rijiju had asked Gandhi to provide evidence for his allegations or apologise.
Rahul Gandhi declined to apologise.
He said the Opposition would continue to support the protesting youth and seek accountability for the alleged police action.
