Saudi Hajj Ministry enables offline access to Nusuk app for pilgrims

Pilgrims in Saudi Arabia can now access the full range of services on the Nusuk app without using mobile data, following a new initiative by the Ministry of Hajj and Umrah.
Announced in cooperation with telecom providers STC, Mobily and Zain, the move is designed to enhance the digital experience for pilgrims and make key services more accessible during Hajj and Umrah.
Ministry spokesperson Ghassan Al-Nuwaimi confirmed that the app will function without an active data plan for users with local SIM cards. Pilgrims can access essential services including permit issuance, Haramain High-Speed Train bookings, map navigation, AI-powered assistance and report or inquiry submissions.
Nusuk platform CEO Ahmed Al-Maiman said the update is expected to support crowd control, improve the speed of permit verification at entry points and reduce incidents involving lost individuals.
