Parliament ruckus: Rajya Sabha report charges marshals choked, assaulted by CPI (M), Cong MPs

New Delhi: The government's report on the ruckus in the Rajya Sabha on Wednesday evening states that a male marshal was manhandled and choked by CPI(M) MP Elamaran Kareem while a female marshal was dragged and assaulted by Congress MPs Phulo Devi Netam and Chhaya Verma, as per sources.

This report was submitted to Rajya Sabha chairman Venkaiah Naidu after the Opposition and the Centre both alleged that scenes of ruckus witnessed in the Upper House on Wednesday denigrated the stature of the House.

As per reports, MPs and marshals clashed with each other while the General Insurance Bill was being taken up in the Upper House.

The opposition MPs had created uproar as they wanted the bill to be referred to a select committee. The bill was passed amid the din.

The security report also says that security personnel from the Rajya Sabha and Lok Sabha were deployed to protect the table staff and a cordon was made.

A video showing the ruckus in the Rajya Sabha with opposition MPs clashing with the marshals also went viral with both sides blaming each other.

While Opposition members claimed that the outsiders were brought inside the Parliament, the ruling dispensation refuted the allegations.

Union Minister Piyush Goyal on Thursday said no outsider was brought in when the scuffle broke out in Rajya Sabha on Wednesday. He also accused the opposition of staging a drama and sharing wrong information that outsiders who weren't a part of Parliamentary security were brought in.

Rajya Sabha chairman M Venkaiah Naidu held discussions with officials of the Upper House who told him that no outsiders were deployed as marshals inside the House. Naidu has also sought a detailed report of the unruly events inside the House from the security staff.

Trinamool MP Derek O'Brien, however, alleged that the government is trying to defame the opposition to divert attention.

Several opposition MPs alleged that the leaked video footage was edited and demanded that the complete footage be released "where opposition MPs are at the receiving end".

Meanwhile, Congress MP Chhaya Verma claimed that she was trying to save her colleague Phulo Devi Netam. Ms Netam also said that she was trying to protect the woman marshal in the ruckus.

The opposition also alleged that its MPs, including women members, were manhandled by outsiders who were not part of parliament security during the ruckus.

The government has, however, maintained it was the other way round and alleged that a lady marshal was manhandled by opposition MPs.

The Vice President's Secretariat tweeted that the two expressed "deep concern" over the disruptive behaviour of some parliamentarians.

Parliament sources said both the presiding officers felt that these incidents have dented the dignity and stature of the highest legislature in the country.

They said the duo has decided to undertake a detailed examination of such unruly scenes in the past and action taken for deciding on the future course of action in such cases.
