Dubai is set to enhance its regulatory framework with the introduction of a new law aimed at streamlining law enforcement capacities granted to community members, employees and organizations involved in managing public facilities. Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No. (19) of 2024, which outlines updated guidelines for law enforcement within the emirate.
The primary goal of Law No. (19) of 2024 is to ensure the effective implementation of legislation by individuals and organizations granted law enforcement capacities. It also aims to strengthen public-private partnerships in managing public facilities and empower community members to assist in upholding Dubai’s laws. The law facilitates greater involvement from citizens and residents in maintaining public order and preventing legal violations.
The new regulations apply to:
- Employees of government entities
- Employees of private companies contracted by government entities
- Institutions granted law enforcement capacities for public facility management
- Citizens and residents granted law enforcement capacities (excluding judiciary and police officers)
To be eligible for law enforcement capacity, community members must meet several criteria:
- Age Requirement: Applicants must be at least 30 years old, with exceptions granted by senior government officials if necessary.
- Knowledge and Expertise: Candidates must have relevant knowledge and qualifications in their supervisory field and be well-versed in the legislation they will enforce.
- Training: Individuals must complete required training and demonstrate proficiency in using modern technology.
The new law mandates that Arabic be used in investigations and establishes guidelines for the duties and performance evaluations of judicial officers. It also outlines procedures for the revocation of law enforcement capacities, which can be executed based on decisions by the chairman of the Supreme Legislative Committee in Dubai.
Law No. (19) of 2024 replaces the previous Law No. (8) of 2016, updating and refining the regulations surrounding the grant of law enforcement capacities in Dubai to better align with current needs and standards.
