Dubai’s Roads and Transport Authority (RTA) has introduced a new digital service enabling electric scooter users to obtain riding permits through its official online platforms, including the RTA Dubai app and the Dubai Now app. The initiative forms part of broader efforts to improve road safety and bring greater oversight to the use of micro-mobility vehicles across the emirate.
Authorities say the updated system is designed to curb unsafe riding behaviour and ensure that scooters and electric bikes are operated only in approved areas such as designated cycling tracks and shared mobility lanes. The move also supports compliance with safety standards intended to protect both riders and pedestrians.
Regulators have long stressed the importance of adherence to rules governing electric mobility devices. These include compulsory permits, the use of protective gear such as helmets, and strict limitations on where scooters may be used. Age requirements and licensing conditions also apply, with penalties imposed on those who fail to meet them. Officials continue to issue public reminders outlining acceptable and prohibited practices for scooter use.
Enforcement efforts have intensified in recent weeks. Dubai Police recently apprehended 90 individuals who were riding electric bikes and scooters on pedestrian walkways and sports tracks in the Kite Beach area. The violations posed safety risks, prompting authorities to seize the vehicles and take legal action. Some of those stopped were reportedly travelling at speeds exceeding 120 km/h.
Police data also point to growing safety concerns. Between January and May 2025, authorities recorded 13 fatalities linked to jaywalking and incidents involving electric scooters. These figures have accelerated public awareness campaigns and enforcement operations across the city.
