As the new Congress-led United Democratic Front government was sworn into Kerala’s state power, contention erupted over the allocation of crucial ministerial portfolios, with the Latin Catholic Church, an influential force across the State’s coastal belt, reportedly objecting to the education and fisheries departments being handed over to the Indian Union Muslim League, the second-largest constituent in the UDF.
Chief Minister V D Satheesan, who assumed office with a 20-member council of ministers, has been compelled to reopen negotiations amid mounting pressure from coalition partners, Congress factions and influential community organisations seeking leverage over strategically sensitive departments.
The resistance has emanated from the Latin Catholic leadership, which has expressed dissatisfaction over what it perceives as the marginalisation of coastal and Latin Catholic communities within the ministry.
The fisheries portfolio, carrying administrative and symbolic significance in Kerala’s shoreline constituencies, has emerged as the epicentre of the dispute, particularly as fishing communities continue grappling with coastal erosion, dwindling marine resources, harbour infrastructure deficiencies and recurring livelihood insecurities.
Church functionaries have also raised objections to the possibility of the education department being entrusted to the Muslim League, arguing that the concentration of both education and fisheries under a single coalition partner could engender disproportionate political and institutional influence.
Given Kerala’s deeply politicised educational ecosystem, dominated by aided institutions, minority managements and competing community interests, the controversy has swiftly acquired wider political ramifications.
In an attempt to defuse the escalating discord, Satheesan visited the Bishop’s House at Vellayambalam in Thiruvananthapuram and held discussions with Vicar General Fr Eugene Pereira, assuring the Church leadership that coastal concerns would not be subordinated within the new dispensation.
