Thiruvananthapuram: One question, perhaps among many, needs answer as regards the unease between Kerala government and the governor is: will the governor read out government’s stand on CAA in the customary speech on January 30? Let’s wait.

The tension between them may have a bearing up on the latter, many believe. Traditionally, governors read out the policy matters of the ruling government.

The government is more likely to be critical of the Citizenship Amendment Act (CAA) in the prepared speech.

Reportedly, the governor would be less likely to read out the portions critical of the CAA.

When the speech is submitted for reading, governor can suggest changes; however, the government can either accept or reject the changes suggested by the governor. It is in effect the prerogative of the government.

The Governor has the right to omit the portions he doesn’t like to read. The portions he chooses to avoid however will become part of the assembly records.

Meanwhile, it is reported that the governor is to approach court against the state government’s approaching of the Supreme Court questioning the constitutional validity of the CAA.
