Govt orders ensuring PSU appointments through PSC urgently

Thiruvananthapuram: In the light of the wishy-washy approach adopted by State Public Sector Undertakings (PSU) in framing special rules for appointments, with  some of them assigning postings to Public Service Commission (PSC) and some not doing so,  the government has issued directions that all of them should be brought under PSC on urgent basis.

Although 48 years have passsed since recruitments were brought under PSC,  there are government organizations that have not yet implemented it.  In the order issued by Economic Planning department Principal Secretary, A Jayathilakan,  all PSUs which have not framed rules for appointments have been asked to frame them in a time-bound manner and to take urgent steps to bring appointments under the ambit of PSC.

PSC had informed the government that out of the 97 PSUs of the state,  there were 34 entities that did not establish rules of appointments or have not assigned recruitment to PSC.   And there are another 11 PSUs that have been brought under PSC,  but have not yet made appointment rules.  All positions except worker,  supervisory and managerial positions are within the jurisdiction of PSC.

However,  the government's order also mentions that it has come to its notice that some PSUs do not frame rules, and flout reservation provisions without establishing proper staff pattern,  and this has been used to make back-door appointments. 

The respecive administrative departments under which the PSUs fall also should take appropriate measures to ensure that future appointments are made via PSC.   They also have to apprise the Planning Department of the steps taken by them to this end.
