Jacob Thomas seeks to be treated as voluntarily retired; CAT seeks explanation

Kochi: Central Administrative Tribunal (CAT) sought explanation from the central and state governments as former DGP Jacob Thomas pleaded to declare him as voluntary retired. The plea seeks to declare him as voluntarily retired as central and state governments have not taken a decision though he had filed an application on 20th March seeking voluntary retirement with effect from 1st April.

The plea says that he has been in suspension since 19th December 2017 without being served any notice showing cause for the action and that he believes it is inappropriate and immoral to recieve emoluments from the public funds without doing public service.

The tribunal had ordered on 29th July to cancel the suspension and to reinstate Jacob Thomas into the service.  Though the government was served the order via mail on the same day, it has neither appointed him nor appealed against the order.

In the petition he says that he is not interested to work with the government as he is sure that he cannot do justice to the job in an adverse environment.  He also pleaded that that instruction be given to the government to restructure the suspension period as normal service period and to allow him pension benefits among others.
