SC allows limited green cracker use in Delhi-NCR during Diwali
New Delhi: The Supreme Court on Monday granted a limited window for the use of certified green firecrackers in Delhi-NCR during Diwali, while directing authorities to reinstate a complete prohibition from November 9.
A Bench of Justices M.M. Sundresh and Prasanna B. Varale permitted the sale of CSIR-NEERI-approved green crackers from November 2 to 6. Their use will be allowed only on November 7 and 8, between 6 am and 7 am and 8 pm and 10 pm.
The court prohibited fireworks within 300 metres of hospitals, educational institutions, old-age homes and designated silence zones. It also banned firecrackers containing barium, unapproved products and series crackers commonly known as 'ladis'.
To prevent the sale of conventional fireworks as green crackers, the court mandated product-specific QR codes carrying certification and manufacturer details. Only authorised sellers will be allowed to operate at locations designated by district authorities, while online sales have been prohibited.
The Bench also ordered inspections, police patrols and checks on vehicles entering the region to prevent the movement of illegal firecrackers. Violations could lead to confiscation, cancellation of licences and prosecution.
The Central Pollution Control Board has been directed to monitor and publish daily air quality reports from November 2 to 30.
Authorities across Delhi-NCR must submit compliance reports by December 14. The matter will be heard again on December 16, with the court warning of contempt action against officials who fail to implement its directions.
