New Delhi: Trinamool Congress MP Derek O'Brien was suspended for the remainder of the Monsoon Session of Parliament for “unruly behaviour and disregard for the Chair’s instructions”, Rajya Sabha Chairman and Vice-President Jagdeep Dhankhar announced on Tuesday.
The Monsoon session of the Parliament will end on August 11.
After the listed agenda was taken up in the House, the Opposition's demand for discussions regarding the Manipur situation was referred by Dhankhar.
Earlier Amit Shah had said that he was ready for discussions on Manipur.
O'Brien had stood up to raise a point of order. Earlier, the Trinamool Congress MP said the Leader of Opposition (Mallikarjun Kharge) has been demanding a discussion on Manipur, and "you allow the discussion on Manipur, that's my point".
Dhankar has warned him not to say anything except the point of order. However, TMC MP had referred to the notices given by the opposition parties for discussion under Rule 267.
The Chair lost his calm and asked O'Brien to take his seat, saying that he was "naming O'Brien to leave the House".
Piyush Goyal, the Leader of the House and Union Minister moved a motion for his suspension "for continuously creating disturbance to the proceedings of the House, disobeying the Chair and continuously creating disturbance in the House".
"I move to the Motion that O'Brien is suspended from the services of the House for the remaining part of the current session for his unruly behaviour unbecoming of a member of Rajya Sabha. Today on August 8, shouting slogans from the Well of the House thereby disregarding the authority of the Chair and disregarding every instruction of the Chair brings disrepute and shame to this august House," Goyal said.
Dhankhar then said that O'Brien is directed to leave the House and is suspended for the rest of the session and the House will meet at 12 noon.
The Opposition MPs, however, kept on raising slogans against the move of the Chairman.
O’Brien’s suspension comes days after Dhankar and the TMC MP had a heated argument in the Upper House of the Parliament. On Monday while discussing the Delhi Ordinance Bill, Dhankar had accused O'Brien of doing "theatrics" in the House to gain popularity.
"This has become your habit. You are doing this as part of a strategy. You think you will enjoy publicity outside. You ravaged this House," Dhankar told O'Brien, reported NDTV.
The Indian National Developmental Inclusive Alliance (INDIA) MPs have been demanding for a detailed statement by Prime Minister Narendra Modi in both Houses of Parliament on Manipur and also demanding for a discussion on Manipur in the House.
Earlier, AAP Rajya Sabha MP Sanjay Singh was also suspended for the remainder of the session for his unruly behaviour.
