The National Democratic Alliance (NDA) on Friday unveiled its election manifesto for the 2025 Bihar Assembly polls, laying out a series of major pledges aimed primarily at youth, women entrepreneurs, and members of the Extremely Backward Classes (EBCs).
The document was released during a press event attended by Bihar Chief Minister Nitish Kumar, Deputy Chief Minister Samrat Choudhary, BJP president JP Nadda, and several Union ministers and leaders of alliance partners, including Dharmendra Pradhan, Jitan Ram Manjhi, and Chirag Paswan.
According to the manifesto, the alliance has promised to generate employment opportunities for one crore young people if it returns to power. As part of this effort, the NDA plans to upgrade the existing Mega Skill Centres in each district into Global Skilling Centres. The coalition has also set a goal of attracting investments worth ₹50 lakh crore to accelerate Bihar’s industrial growth, TNIE reported.
The manifesto further outlines financial assistance of ₹10 lakh for members of the EBC community and proposes the establishment of a special commission, headed by a sitting Supreme Court judge, to address their issues.
In an apparent effort to boost women’s empowerment, the alliance said it would focus on creating “millionaire women entrepreneurs” by introducing new financial support schemes and training programs.
Infrastructure development forms another key part of the NDA’s agenda, with commitments to construct seven new expressways, expand metro rail services to four additional cities beyond Patna, and set up ten industrial parks along with a world-class medicity. Each district would also receive a new medical college under the proposed plan.
On education, the manifesto includes assurances of free and quality learning opportunities from kindergarten to postgraduate levels, as well as a one-time financial aid of ₹2,000 for Scheduled Caste students pursuing higher studies.
The alliance also intends to double agricultural exports through the Made in Bihar initiative, emphasising the growth of agri-based industries. Gig workers and auto-rickshaw drivers would reportedly receive both financial support and upskilling opportunities.
Describing the manifesto as a “people-oriented roadmap,” Deputy Chief Minister Samrat Choudhary said the NDA’s broader vision was to transform Bihar into a centre for industry, education, and innovation, while ensuring inclusive growth across all segments of society.
