Amnesty International has alleged that India continues to export weapons and military components to Israel despite the risk that they could be used in the genocide against Palestinians in Gaza.
In a report released on Thursday, the global human rights organisation said India had developed a "close and profitable partnership" with Israel's defence sector and had become a "significant contributor" to supply chains supporting Israeli military operations.
The report is based on shipment-level trade data between India and Israel.
Amnesty said it tracked nearly 2,600 consignments of weapons, ammunition and components shipped from India to Israel since October 7, 2023. It alleged that Indian weapons, ammunition and components were supplied to major Israeli companies that provide equipment to the Israeli military, including firms owned and controlled by the Indian government.
Amnesty International Secretary General Agnès Callamard said India had failed to regulate arms exports to Israel in line with international law and had instead strengthened defence ties with the country.
She said that, in light of the International Court of Justice's provisional measures recognising a plausible risk of genocide in Gaza, Indian authorities could not credibly claim they were unaware that continuing to authorise and facilitate arms transfers carried a substantial risk of contributing to serious violations of international law.
According to Amnesty, records show Indian companies supplied at least 390,516 small arms parts for military-grade weapons, more than 564,900 parts of explosive ordnance, including drone warheads and artillery shell casings, and 298 military vehicle components to Israeli companies supplying the military.
Israel launched its military offensive in Gaza after the Hamas attack on October 7, 2023, in which about 1,200 people were killed, and hostages were taken. According to the report, more than 73,300 people have since been killed in Gaza.
The report also referred to findings by a United Nations Independent International Commission of Inquiry, which has accused Israel of committing genocide against Palestinians in Gaza. Israel has rejected such allegations.
