Rejecting the judicial commission's report that found him and other Muslim leaders responsible for the violence that erupted in Sambhal in 2024 and cleared the UP Police of responsibility for the deaths of four Muslim men, SP MP Zia-ur-Rahman Barq described the incident as indeed pre-planned, but by the police administration and the state government.
