Dubai RTA records 95% excellent rating for road network assets

Dubai’s road network has received a strong rating in a new infrastructure assessment, with 95 per cent of its road assets classified as excellent, the Roads and Transport Authority said.
The result was recorded under the Road Network Asset Condition Index, a tool used to measure the structural and operational condition of roads and related infrastructure.
For road users, the figure points to the work happening beyond daily traffic flow: regular checks, early maintenance, digital mapping and inspection systems that help keep roads in better condition for longer.
RTA said the assessment covered the full road network and showed strong results in five areas: asset coverage, the method used to calculate the index, use of advanced inspection technology, annual assessment of the full network and integration with Geographic Information Systems.
Smarter road checks
The authority said technologies such as LiDAR, artificial intelligence and automated data extraction were used to assess the network.
LiDAR technology provides accuracy of up to 95 per cent compared with traditional visual inspections, helping teams detect road conditions and asset issues with greater precision.
The use of automated tools also allows RTA to carry out annual assessments of the full road network, rather than relying only on manual checks or limited inspections.
Global benchmark
RTA developed the Road Network Asset Condition Index in line with international practices in road asset management.
The benchmarking covered transport authorities and organisations in California, Texas, Florida, Pennsylvania and New York State, as well as Australia’s Austroads, China’s Ministry of Transport, Singapore’s Land Transport Authority, Japan’s Ministry of Land, Infrastructure, Transport and Tourism, France’s Cerema and the Swedish Transport Administration.
The review studied how global entities assess assets, calculate condition scores, use automation, apply inspection technologies, connect data with GIS systems and engage with customers.

RTA said the latest results strengthen Dubai’s position among leading global cities in road and infrastructure asset management.
The authority said the index gives it a clearer picture of road conditions across the emirate and supports better planning for maintenance and future upgrades.
