Congress leader Rahul Gandhi emphasized the urgent need for a nationwide caste census, arguing that 90% of the Indian population is currently excluded from the system.

He made this statement while addressing the "Samvidhan Samman Sammelan," highlighting that the caste census is crucial for ensuring participation and representation in policymaking.

Gandhi stated that the caste census would serve as a foundation for Congress's policy framework, similar to how the Constitution guides governance. He argued that without knowing the exact numbers of Dalits, Other Backward Classes (OBCs), tribals, women, and other groups, it is impossible to create effective policies that address the realities of Indian society.

"The Constitution is not just for 10% of the population; it is for everyone," Gandhi said, emphasizing that the country's Constitution is a protective shield for the poor, laborers, and marginalized communities. He accused Prime Minister Narendra Modi of trying to replicate a system where only a select few benefit, likening it to the era of kings and emperors.

Gandhi also addressed concerns about the 50% cap on reservations, asserting that it is outdated and will eventually be lifted to ensure fair representation in all sectors, including government, education, and the judiciary. He made it clear that the demand for a caste census is not just a political move but a necessary step to protect and uphold the Constitution.

In a post on X (formerly Twitter), Gandhi elaborated on the significance of the caste census, describing it as a tool that will reveal who has access to wealth, assets, and opportunities, and who remains marginalized. He argued that this data is essential for creating policies that address the needs of all communities, particularly those who have been historically excluded from growth and opportunity.

Gandhi concluded by stating that the caste census would play a crucial role in revising outdated policies, like the 50% reservation cap, to ensure fair representation for all communities in India's institutions. He reiterated that the people of India have already made up their minds in favor of the caste census, and it is now up to the government to implement it.
