UAE launches ‘Naseej’ to drive textile sector shift to circular economy

The UAE has launched a national initiative to transform how clothing and textiles are produced, used and recycled, as the country seeks to address an estimated 220,000 tonnes of textile waste generated each year.

Launched under the directives of President Sheikh Mohamed bin Zayed Al Nahyan, the initiative, known as Naseej, aims to shift the textile sector from a traditional consumption-and-disposal model to a circular system focused on reuse, recycling and resource conservation.

The program is being implemented through a partnership between the National Projects Office, the Ministry of Economy and Tourism, Emirates Foundation and Tadweer Group.

Officials said Naseej will serve as a national platform bringing together government entities, industry, researchers and communities to coordinate action across the textile sector.

H.H. Sheikha Mariam bint Mohamed bin Zayed Al Nahyan said the initiative reflects the UAE’s commitment to sustainability by encouraging responsible resource use, community participation and long-term development.

H.H. Sheikh Theyab bin Mohamed bin Zayed Al Nahyan said the program supports the UAE’s efforts to embed circular economy principles into its development model through cooperation between institutions, businesses and communities.

The initiative will focus on five areas: textile collection and recycling, public awareness, behavioural research, policy and regulatory development, and support for circular business models and innovation.

Abdulla bin Touq Al Marri, Minister of Economy and Tourism, said the initiative will help implement the UAE Circular Economy Policy 2031 by creating a coordinated national framework for textile recycling and reuse.

The foundations for the program were laid during COP28 through partnerships with fashion brands, manufacturers, recycling companies, research institutions and community organisations.

As part of its launch, Naseej will host a public event titled “The Fabric of Possibility” at Yas Mall in Abu Dhabi from June 5 to 7. The event will focus on textile waste, sustainable consumption and practical recycling solutions, with plans to expand activities to other emirates.

Officials said the initiative will also support the development of collection and recycling infrastructure, research programs and market-based solutions to reduce waste and extend the life cycle of textile products.
