Dubai Municipality named Best Government Entity in Youth Empowerment

Dubai Municipality has been named the Best Government Entity in Youth Empowerment at the 2025 GCC GOV HR Awards, recognising its initiatives to develop young talent in the public sector.

The award highlights the municipality’s efforts to prepare a new generation of municipal leaders in line with Dubai’s long-term urban and national goals. Through the Dubai Municipality Youth Council, more than 1,200 young employees have taken part in over 48 training programs focused on leadership, innovation, sustainability and personal development.

Fatima Afghan, Chairperson of the Dubai Municipality Youth Council, said the recognition reflects the organisation’s belief in youth as key drivers of progress. She said the council aims to ensure young professionals are actively shaping the future of municipal work in line with the UAE Centennial 2071 vision.

Recent data shows strong outcomes from these initiatives. The municipality reported a 4.95 out of 5 satisfaction score in youth engagement, a 164% increase in participation, a 210% rise in youth-focused programs and a 15-fold growth in leadership opportunities. All youth-led proposals have been implemented.

The award establishes Dubai Municipality as a regional example for institutional youth empowerment and sustainable talent development across the GCC.
