Saudi Arabia has retained its position as the leading country in the Middle East and North Africa for digital government services, ranking first for the fourth consecutive year in the 2025 Government Electronic and Mobile Services Maturity Index.
The index, issued by the UN Economic and Social Commission for Western Asia, gave the Kingdom a maturity score of 99 per cent, the highest among the countries assessed.
Ahmed bin Mohammed Al-Suwaiyan, Governor of the Digital Government Authority, said the result reflects the leadership’s support for developing a connected digital government model that places users at the centre of service delivery.
He said government entities had worked to improve procedures and digital platforms while adopting emerging technologies and artificial intelligence to raise efficiency and strengthen Saudi Arabia’s digital economy under Vision 2030.
The index assessed 100 priority government services across 17 countries. These services are provided to individuals and businesses through digital platforms and mobile applications.
Saudi Arabia scored 100 per cent in service availability and development, 99 per cent in service usage and user satisfaction, and 100 per cent in public access to services.
The report highlighted progress across several sectors. In civil services, digital platforms have made it easier to issue official documents, renew passports and national identity cards, and register births.
In the justice sector, users can complete procedures online, while healthcare platforms have supported remote medical appointments and easier access to services.
Digital systems have also improved customs clearance by speeding up procedures and making transactions more efficient.
The latest ranking adds to Saudi Arabia’s recent performance in global digital government indicators. The Kingdom ranked second worldwide in the 2025 GovTech Maturity Index issued by the World Bank, which covered 197 countries.
Riyadh was also selected as the headquarters of the Global Center for Digital Government in partnership with the United Nations, supporting research, innovation and international cooperation in the field.
Officials said the results strengthen Saudi Arabia’s position in digital government development and support wider goals linked to public service improvement, competitiveness and sustainable development.
