Local self govts to impose user fee on waste producers

Thrissur:  The local self government department is all set to levy monthly user fee on waste producers.

An order regarding this by principal secretary directs secretaries to bring this to the attention of local self governments.

Local self institutions are directed to take measures to collect waste from homes.

Currently Kudumbasree charges a small fee for collecting waste in some places. The government is planning to extend this to the entire state.

Waste collectors have to be provided with identity cards.

Strict actions have to be taken against those illegally handling waste, the order says.

Local self governments each should prepare schemes for solid waste processing.

Biodegradable waste should be processed using public composite facilities.

Material collection facility should be set up to collect non biodegradable wastes. Waste collectors are not allowed to burn wastes on public roads.

They should bring the waste to those are assigned by local self government to manage it.

The decentralized composite plants should be clean.  Measures should be taken against unscientific burying of the waste.

Long existing waste accumulation has to be subjected to special study.
