CBFC tightens film certification rules, mandates complete prints for review
New Delhi: The Central Board of Film Certification (CBFC) has introduced stricter submission requirements for filmmakers, making it clear that films must be completed in every aspect before being submitted for certification and that announced release dates will not guarantee faster clearance.
In an advisory issued to applicants under the Cinematograph Act, 1952, and the Cinematograph Rules, 2024, the board said submissions must include final visuals, graphics, background scores, sound mixing and accessibility features intended for theatrical release.
The CBFC also warned producers that submitting a film title for certification does not amount to its approval. Filmmakers may be asked to change titles during the examination process.
Applications containing unfinished prints could be considered non-compliant, leading to delays, rejection or their return to applicants, the advisory said.
The board further clarified that certification would follow the prescribed legal procedures and timelines, regardless of the release dates announced by producers. It advised filmmakers to factor in sufficient time for the examination process rather than scheduling releases based on assumed clearance.
The guidelines come amid delays faced by several film productions, including Vijay-starrer Jana Nayagan and Salman Khan's Maatrubhumi.
The advisory follows the reconstitution of the 18-member CBFC board by the Information and Broadcasting Ministry for a three-year term. Shashi Shekhar Vempati heads the board.
