The Gulf Cooperation Council (GCC) leaders concluded their 45th Summit in Kuwait with the release of the Kuwait Declaration, reaffirming their strong support for Palestinian sovereignty and condemning ongoing violence in Gaza, Lebanon and the West Bank.

The declaration emphasized the establishment of a fully independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital. The leaders condemned Israel's military actions and violations at holy sites in occupied Jerusalem, calling for immediate international intervention to halt violence and protect civilians.

In their collective statement, the GCC leaders praised Qatar’s mediation efforts in facilitating a ceasefire and detainee exchanges in Gaza, as well as the outcomes of the recent Arab-Islamic summit in Saudi Arabia, which aimed to end the Gaza conflict and advance a two-state solution.

Addressing regional issues, the GCC leaders denounced Israeli aggression in Lebanon and highlighted its potential to trigger a broader regional conflict. They welcomed the temporary ceasefire and urged Israel’s withdrawal, the implementation of UN Security Council Resolution 1701, and the safe return of displaced persons. The summit also called for solidarity with the Lebanese people and a political resolution to the nation’s internal divisions, emphasizing Lebanon's cultural and strategic importance in the Arab world.

On Yemen, the declaration commended Saudi Arabia and Oman for their diplomatic efforts to revive the political process among Yemeni factions. The leaders reiterated their commitment to peaceful diplomacy, state sovereignty, and adherence to international law as the foundation for resolving disputes.

Beyond political issues, the Kuwait Declaration highlighted the GCC’s efforts to strengthen the region’s global economic position. Leaders underscored the importance of sustainable economic diversification, digital transformation and energy market stability while advocating for proactive measures to combat climate change.

The summit also reflected on the GCC’s expanding influence in global affairs, praising its role in fostering international dialogue and building strategic partnerships. The leaders reaffirmed their vision for the Gulf as a hub for business, economy and innovation, with an emphasis on promoting stability and peace in the broader region.

The Kuwait Declaration reinforced the GCC's commitment to addressing regional and global challenges, emphasizing unity and strategic cooperation as the key to achieving security, prosperity and sustainable development.
